PATH '09 Conference in the Federation of Bosnia and Herzegovina and the Brčko District

Improving quality of health care services is considered as an actual issue in Bosnia and Herzegovina.

Joining the PATH '09 project gives the opportunity to make right steps toward quality improvement.

Recognizing the great value of PATH '09 hospitals from the Federation of Bosnia and Herzegovina and the Brčko District, Agency for Healthcare Quality and Accreditation in FB&H,  Federal Ministry of Health and other stakeholders actively participated on 1st PATH '09 Conference in the Federation of Bosnia and Herzegovina and the Brčko District.

The Conference was held in Sarajevo, Bosnia and Herzegovina, on May 22, 2009.

The event was organized by Federal Ministry of Health and Agency for Healthcare Quality and Accreditation in FB&H.

About 42 participants attended the Conference, among them representatives of  hospitals, Agency for Healthcare Quality and Accreditation in FB&H, Ministries of Health, WHO Country Office in B&H, Health Insurance Fund. There were also PATH representatives from Slovenia and Croatia, who didn't hesitate to share experiences with PATH in their countries and to show their willingness for international cooperation.

The aims of the Conference were:

  • to learn about PATH '09 in the FB&H and the Brčko District,
  • to define program and objectives of PATH '09 in the FB&H and the Brčko District,
  • to invite all hospitals from the FB&H and the Brčko District to join the project,
  • to develop quality improvement system in hospitals through  PATH '09 indicators.

The Conference included six oral presentations on various topics regarding PATH '09 which were followed by discussion.

The Conference was great possibility for all participants to learn about PATH '09, its conceptual model, its development, scope and purpose , but also to hear about  its clear support for hospitals that are in the early stages of performance assessment and  improvement activities.

It is pointed out the value of PATH '09 indicators for quality improvement in hospitals, which consequently will lead to improvement of health system.

The participants could hear about the experiences with PATH II in Slovenia and future plans about PATH '09 project in that country and also the experience with PATH '09 in Croatia.

Principles of quality management in health care by pointing out the importance of performance indicators and data quality were elaborated at the Conference and the  value of PATH '09 indicators in public health was stressed.

At the end of the Conference  all participants agreed on Strategic note.

This Conference was some kind of historical event for the FB&H and the Brčko District because our hospitals for the first time in an organized and systematic manner are starting to collect data for the performance indicators, which will identify actions for quality improvement.

The business meeting was held after the Conference.

The participants of this event were hospital coordinators and PATH Coordination team for the FB&H and the Brčko District.

The purposes of the meeting were to discuss on the use of indicators and burden of data collection according to analysis of informational system of participating hospitals and to get final agreement on  PATH 09 indicators for which data will be collected.

Thus, a consensus has been reached on collecting the data for the following indicators: C-section, Case mortality for Stroke and Acute Myocardial Infarction and Length of stay for Stroke and AMI  (data collecting retrospectively for 2006, 2007, 2008 two months of each year: February and October) and Smoke free hospital audit and Staff Smoking prevalence (PATH II) (questionnaires).

Data collection started and time period for collecting is till end of July, 2009.

Some of participating hospitals have been using questionnaires on Patient satisfaction and expectation, in order to systematize those data, the hospitals will provide soon the questionnaires to the  PATH Coordination team.

At this time, the number of hospitals participating in PATH '09 in the FB&H and the Brčko District is ten, but this doesn't necessarily mean that this number of hospitals is final. Call for Participation is still "open" on web sites of Federal Ministry of Health and Agency for Healthcare Quality and Accreditation in FB&H.

It can be generally stated that the hospital directors support this project and they are continuously informed about it. The management of hospitals was very enthusiastic at the beginning of the project and they will be definitely interested in the results of indicators.

We are still very proud of having coached the group of 10 hospitals and hope to work with them further, once they get reports.

We hope to experience soon on  how the implementation of PATH  '09 has evolved into a wider improvement of quality.
